Cobrief

Cobrief is an AI-powered tender service for suppliers participating in public tenders. The platform covers the tender workflow from search and evaluation to bid writing and follow-up, and is used by companies in Norway, Sweden, Denmark, Finland, Germany, the Netherlands, France and Spain.

How does Cobrief work?

Cobrief ingests tender data from TED, Doffin and other national portals in each market, and uses artificial intelligence to sort, analyse and respond to the content.

The platform is built around an AI agent that works across the application. The agent can draft and edit bid documents, populate templates based on the knowledge base, verify that requirements from the tender documents are covered, pull CVs from Flowcase, run market analyses and create new bids with a document structure derived from the procurement documents. The agent is available as a side panel from anywhere in the application.

What can Cobrief be used for?

The functionality is organised into six main areas:

• Tender search: matching of notices against a company's delivery profile, with free-text search as an alternative to CPV codes
• Tender alerts: email notifications for new relevant notices, with a summary and relevance assessment
• AI evaluation: automated interpretation of tender documents against custom go/no-go criteria, with source citations for each statement
• AI bid writing: first drafts of cover letters and responses based on previous bids, plus automated product matching and price form completion using the product registry in the library
• Market insight: overview of active and historical procurements, previous winners, contract values and contracting authorities
• Pipeline, Tasks and Calendar: bid overview with Go/No-go statuses, cross-bid task list, and calendar of deadlines and events

The platform also includes a library that serves as the company's knowledge base. It collects previous bids, formal documents, product catalogues, AI instructions and product-matching data that the AI agent uses during bid preparation. Team members can collaborate on the same bid in real time, with comments, task assignments and shared editing.

Where is Cobrief used?

Cobrief is aimed at suppliers to the public sector in eight European countries. The platform covers national procurement databases such as Doffin and TenderNed, as well as the EU-wide TED database for contracts above the EU thresholds.

The functions correspond to those of a broader tender tool, but also include AI-generated text drafts for the bid itself. The service is used both by small suppliers without a dedicated bid team and by larger suppliers with dedicated bid management functions.
