Supplier selection is the process by which a contracting authority narrows down the pool of qualified candidates to a limited number who are invited to submit tenders. It is a key step in restricted procurement procedures where not all interested economic operators participate in the tender phase.

How does supplier selection work?

The process takes place in two stages. First, the contracting authority assesses whether candidates meet the qualification requirements — such as financial standing, technical capacity, and professional experience. Among those who qualify, the authority then selects a shortlist based on pre-defined selection criteria.

Selection criteria must be objective, non-discriminatory, and verifiable. The contracting authority may choose the candidates with the best overall qualifications for the specific procurement, or aim for a mix that ensures strong competition dynamics — for example, by selecting a combination of small, medium-sized, and large operators.

When is supplier selection used?

Supplier selection applies under the following procedures in EU/EEA public procurement:

These minimum numbers are set out in EU Directive 2014/24/EU (Articles 65–66). The contracting authority may specify a range — for example, five to seven candidates — and is not required to select the maximum number as long as the decision is objectively justified.
