eBevis is a Norwegian digital service that allows contracting authorities to retrieve supplier documentation directly from public registers in real time. The service replaces manual collection of certificates and evidence, making the procurement process faster and more reliable for all parties involved.
How does eBevis work?
When a contracting authority needs to verify whether a supplier meets the qualification requirements in a tender procedure, they can use eBevis to retrieve information automatically. The supplier grants consent through Altinn (Norway's digital public services platform), and the contracting authority gains access to data directly from the source — without the supplier needing to collect and submit documents manually. Much of the evidence corresponds to requirements in the ESPD form.
eBevis can retrieve information including:
- Company certificates and registration status from the Brønnøysund Register Centre
- Annual accounts for the past three years
- Tax and VAT arrears from the Norwegian Tax Administration
- Number of employees
- Registration status in labour inspection registers
Why is eBevis important?
eBevis is built on the "once only" principle: suppliers should not have to submit the same information to public authorities multiple times. This means suppliers save time on gathering certificates, while contracting authorities receive fresher data — retrieved directly from registers rather than documents that may be up to six months old.
The service also helps prevent economic crime, since evidence cannot be falsified when it is retrieved directly from the source. eBevis can be used for all types of procurement procedures, both above and below threshold values, and is equally suited for contract follow-up as for qualification during the competition phase.
eBevis is a collaboration between the Brønnøysund Register Centre, the Norwegian Tax Administration, the Norwegian Digitalisation Agency, and DFØ, and was launched in April 2019. At the EU level, the eCertis database serves a similar purpose by mapping required evidence across member states.
