Glossary/Doffin

What is

Doffin

Doffin is the national notice database for public tenders in Norway. Government agencies, municipalities, and other public entities publish their procurements here when they need to buy goods or services.

How does Doffin work?

When a public entity (contracting authority) needs to purchase something worth more than NOK 100,000, they are generally required to publish it on Doffin. They do this by posting a notice describing what they intend to buy and how interested companies (suppliers) can participate in the competition.

A notice typically contains:

  • A description of what is being purchased
  • Requirements for suppliers (qualification criteria)
  • How tenders will be evaluated (award criteria)
  • Deadlines for submitting tenders
  • Contact information

Why is Doffin important?

Doffin ensures transparency in public procurement and makes it possible for all interested suppliers to participate in competitions for public contracts. For businesses, this represents significant opportunities -- the public sector purchases goods and services worth over NOK 800 billion annually.
