Glossary/Category management

What is

category management

Category management is a strategic approach to procurement where an organisation groups its purchases into categories that mirror how the supply market is structured. Each category — such as IT, facilities, or professional services — is managed with dedicated goals, strategies, and cross-functional teams. The aim is to leverage market opportunities more effectively and achieve lower costs, higher quality, and more efficient purchasing processes.

How does category management work?

The process begins by mapping the organisation's total spend and dividing it into logical categories that reflect the supplier market. A category manager is appointed for each category and leads a cross-functional team of procurement specialists, budget holders, end users, and subject-matter experts. The team analyses spending patterns, assesses supply markets, and develops a category strategy with concrete actions.

Category management differs from traditional procurement by taking a holistic, long-term view. Rather than handling each procurement exercise in isolation, the organisation looks across departments and consolidates demand. EU Directive 2014/24/EU does not mandate category management explicitly, but its provisions on framework agreements, lot division, and strategic procurement create a natural foundation for category-based approaches.

Key elements of category management

Effective category management is typically characterised by:

  • Leadership commitment and a clear mandate from senior management
  • Logical categorisation that reflects how supply markets are structured
  • Cross-functional category teams with a dedicated category manager
  • Category strategies aligned with the organisation's overall procurement strategy
  • Key performance indicators (KPIs) to measure value realisation
  • Systematic contract monitoring and supplier management

Category management is particularly relevant for contracting authorities with large spend across multiple product and service areas. Smaller organisations may benefit from adopting selected elements without implementing a full governance framework. Tools like Cobrief can help suppliers track how contracting authorities organise their purchasing and which categories are being tendered.

At its core, category management transforms procurement from an operational support function into a strategic capability. With the right organisational structure and leadership support, public bodies can achieve better deals, stronger supplier relationships, and more sustainable procurement outcomes.
