Two months with Cobrief have transformed how Skaaret Landskap and SL Stenlegging work with tenders. – It takes us far less time to understand what the job entails and what qualification requirements apply, says Vaar Havnelid, Administrative Manager at Skaaret Landskap.
Goodbye to the spreadsheets
Previously, Skaaret relied on large spreadsheets. Now they receive alerts based on geography, job type, and field of expertise. They pick out relevant competitions, assign responsibilities, and upload enquiries that come directly from contractors.
– We do most of it in Cobrief now. Several people have access, and different individuals are responsible for different tenders. It provides a completely different workflow and structure than before.

Sorted out in seconds
– The biggest time saving lies in the selection process itself. We quickly get an overview of what needs to be delivered and when, whether we have the capacity, and not least whether we meet the qualification requirements.
Instead of having to plough through the entire tender documentation, they quickly get a picture of the content, requirements, and scope.

Tenders aren't scary
Smaller businesses may find public tenders overwhelming. Vaar believes it's primarily about having structure.
– It's not scary, but it requires having your affairs in order. It requires good routines.
She would like to see more smaller players getting involved, but acknowledges that the qualification requirements are tough.
– For smaller companies, it can be difficult to measure up, given the requirements for turnover, resources, and reference projects. The Oslo Model also demands a lot, she says.

The Oslo Model and environmental requirements
– The Oslo Model is about ensuring good working conditions, use of apprentices and skilled workers, and preventing social dumping. We see that as positive.
On the environmental side, Vaar believes it works best when everything is set as qualification requirements.
– It's much more orderly when environmental criteria are set as qualification requirements. Then everyone knows the rules of the game. It creates equality and less room for speculation.
If there's one thing she would urge those who design the tenders to do, it's this:
– Create tender documentation that leaves no room for interpretation. That makes it easier to ensure both predictability and equal treatment.

– Vaar Havnelid hits the nail on the head here. Tenders aren't scary, but they do require having your affairs in order.
